This is old. I read Thomas P.M. Barnett's book The Pentagon's New Map back in 2005; he gave this talk to TED also in 2005, but its message needs to be re-aired, especially in an election year. Good thing to note: It seems like Defense Secretary Robert Gates has gotten some of the message. Here is Barnett's blog.
